Defining Digital Quality

Digital quality uses standardized, digital data from one or more sources of health information that is captured and exchanged via interoperable systems and applies quality measure specifications that are standards-based. Digital quality measurement leverages code packages and is computed in an integrated environment without additional effort. The solution enables:

  • Data queries from standards-based application programming interfaces (such as FHIR® APIs).
  • Measure score calculation.
  • Generation of outputs necessary for quality reporting.

It is part of the learning health system (LHS) to improve patient care and experiences by ensuring patient and provider access to necessary information in a timely manner (rapid-cycle feedback).

  • A HEDIS® reporting standard for health plans that collect and submit quality measures
  • A structured way to aggregate electronic data
  • Supports electronic exchange of clinical data

eCQM

  • Uses structured data
  • Captured electronically from an EHR
  • Uses CQL for measure execution with QDM or FHIR

dQM

  • Self-contained packages of files, the Expression Logical Model (ELM) and human readable information
  • Published in standard interoperable format
  • Computer interoperable, fully specified, standards-based (FHIR-CQL_technical specification)
  • Supports clinical (EHR) and claims data

What’s the Difference Between Digital Content and Digital Delivery?

Digital content is delivered by digital delivery, more or less in the same way an eReader delivers eBook content.

Measures gather digital content from different data sources: EHRs, wearables, other technologies. For example, home monitoring systems that track diabetes control.

NCQA delivers that content—digital measures—through its Digital Content Services.
